It's up to them of course, but I say if there are no other solid leads, 
they should head to a tavern (not the fancy one) and ask if anyone has 
heard rumors of the black-robed mages.  If that doesn't produce any 
leads then we could have someone that has a good rapport with the Wizard 
Guild (like one of the Sorcerers or even Erick who has spent a lot of 
time there) ask them about the Necromancers.

As for saltpetre, Chris suggested an alchemy shop... if they don't have 
any for sale, then we should ask them (or research) about how it is 
produced.  Hopefully this can gain our characters the knowledge that it 
could also be harvested from accumulations of bat guano in caves (such 
as the one under Keldon Keep).
